THE STATE INSTITUTION „LĪVÕD RĀNDA“

On February 4, 1991 the government of the Republic of Latvia adopted a Cabinet Decision on "Establishment of  "Līvõd Rānda", a state reserve protecting a territory of heritage value."

According to the regulations the administration of "Līvõd Rānda" (LR) was appointed, with Edgars Sīlis as a director. LR was a state-financed institution to ensure scientific recording of the Liv culture and the Liv territory of heritage value, to protect and preserve movable and immovable objects, to monitor compliance with building standards in the territory of LR, to assist in making a long-term development strategy (social, economic and environment protection perspectives), to hold scientific, educational and cultural events, etc.

It started with collecting and putting all local place names on topographical maps. A survey and evaluation of all major objects of national construction was done. Two international conferences about the Liv culture and research of the LR territory of heritage value were held in Mazirbe (1992, 1994).

In 1992 the monthly periodical "Līvli"was renewed (editors G. Blumberga, 1992-99; B. Šuvcāne, 1999-2003). LR published the Liv Year Book edited by G. Blumberga (1994-99) and B. Šuvcāne (1999-2003), organized and financed Liv language classes in Mazirbe, Kolka and Ventspils, as well as Liv language summer camps in Mazirbe.

LR has financially supported the archaeological excavations in Ance and Pūrciems, collected information about archaeological objects all over the territory of LR and its neighborhood. Ethnographic research was done in Ģipka, Kolka, Lūžņa, Mazirbe, Melnsils, Pitrags, Pūrciems, Saunags, Vaide.

As of 1 February 2003 the administration of LR was under subordination of the Minister for Special Assignments for Society Integration Affairs of Latvia (IUMSIL). As a result of an institutional reform of LR done by the Secretariat of IUMSIL, the administration of LR was liquidated and the Liv Affairs Unit was formed instead. On 18 August 2003 Baiba Šuvcāne was appointed acting director of LR.

Following the directions of the Cabinet of Ministers (02/02/2004) the administration of LR was reorganized and incorporated in the Secretariat of IUMSIL. As the Ministry of Culture held an opinion that culture heritage was relevantly protected in the largest part of Latvia, there is no need to have a reservation of cultural monuments. Consequently, as of 2 February 2004 the territory of heritage value as a particularly protected area does not exist. On 7 April 2004, the Liv Affairs Unit started its work. One of its main tasks is to implement and co-ordinate the state support to Liv public organizations.
